- City council members are representatives of the citizens, elected by ordinary, equal, and secret voting, and the Gimpo City Council currently consists of 14 members.
- Chairman/Vice-Chairman : The city council has one chairman and one vice-chairman. The chairman represents the council, organizes the proceedings, maintains order in the meeting room, oversees the council's affairs, and the vice-chairman assumes these duties in the chairman's absence.
- Members : The term of office is four years, and members must comply with laws and regulations, enhance residents' rights and welfare, and contribute to community development by performing their duties conscientiously.
